伦敦金融城市长梁佑思:当今世界经济正处在一个充满挑战的阶段,必须加强多边合作
全球财富管理论坛2023年会于3月18~19日在北京隆重召开。本次年会以“高水平开放应对全球变局”为主题,邀请国内外政府及监管部门负责人、国际组织代表、金融机构领袖、专家学者及行业机构代表,聚焦当前全球经济金融领域的热点议题及机遇挑战,展开深入探讨,分享真知灼见,展望前沿趋势,为经济金融领域的开放、合作及高质量发展建言献策。伦敦金融城市长梁佑思(Nicholas Lyons)出席年会并在“变局下的‘危’与‘机’:全球经济与金融业发展展望”高峰论坛上作主旨发言。
Nicholas Lyons认为,当前全球经济增速较低,大多数经济体都面临着气候变化、通货膨胀、地缘性政治、能源危机、人口老龄化、流行病爆发等威胁,各国应团结起来共同应对挑战,因此必须加强多边合作。去年全球对化石燃料的依赖加剧了通货膨胀,并对世界各地民众的生活水平造成影响。而在经济低迷时,可持续投资基金比其他基金更具韧性。ESG 管理相关投资者数量也呈持续正增长,并且短期回报不再是他们最主要的关注点。因为随着净零排放的实现,可持续投资最终会取得长期回报。同时,伦敦是世界领先的可持续金融中心,在全球绿色金融指数中排名第一;伦敦证券交易所是首个推出自愿碳市场的交易所;英国是发行绿色贷款最多的国家,也是除美国外全球最大的资管中心,在中国低碳转型的过程中,中英双方有巨大的合作潜力。

当今世界经济正处在一个充满挑战的阶段。全球经济增长率较低,国际货币基金组织预计经济增长将从2022年的3.4%降至2023年的2.9%。大多数经济体面临的挑战包括气候变化、通货膨胀、地缘性政治、能源危机、人口老龄化以及流行病可能再次发生的风险有所增加。所有这些威胁,尤其是气候变化,都是具有全球性的,因为它关乎着全人类的命运。我们应团结起来,共同应对这些挑战,这是跨越世代和地域的。
气候变化带来的挑战需要通过国际合作,通过经济和政策调节来推动实质性的改变。各国政府的参与,是为市场和国际机构提供经济保障必不可少的条件。成功的经济合作需要具体的建设性政策,从而达到切实的成果。因此,我们必须加强多边合作。
我最近参加了在瑞士达沃斯举行的世界经济论坛,并积极倡导将可持续金融作为实现联合国气候目标的最佳工具之一。
英国是全球第一个通过法律约束将净零排放目标立法的主要经济体,该目标要求我们在2050年之前实现温室气体净零排放。令我感到自豪的是,英国在低碳经济转型方面一直处于世界领先地位。2019年,英国政府首次意识到了金融服务在实现全球气候和环境目标方面的关键作用,并于同年发布了首个国家绿色金融战略。英国政府承诺使英国金融业遵循净零排放标准,并将于今年发布更新的绿色金融战略,以支持金融业释放必要资金来支持行业获得更多私人融资。它将就如何更好地监管 ESG 评级提供商提供参考建议,以确保这些产品的标准透明且一致。

伦敦是世界领先的可持续金融中心。伦敦证券交易所是第一个推出指定自愿碳市场(VCM)的交易所。英国是发行绿色贷款最多的国家。伦敦在全球绿色金融指数中排名第一。伦敦之所以能够成为可持续金融中心,得益于它作为全球资管中心这一优势。我们是除美国之外的全球最大的资管中心,在管资金达到 11 万亿英镑,其中 46%的资金源于海外投资者。去年,全球近四分之一的跨境 IPO 的资金是在伦敦筹措。我们拥有世界一流的专业知识,以及投资者基础。
这也是我在伦敦金融城“全球投资向未来” (Global Investment Futures)倡议中,向世界传达的信息。
“全球投资向未来”是由伦敦金融城,英国国际贸易部,英国投资协会于 2022 年共同推出的一个国际活动项目,旨在保持和推广英国作为全球投资管理的中心。可持续和责任投资是这个项目最关注的两个主题。

Hello, I am Nicholas Lyons, the 694th Lord Mayor of the City of London.
Thank you very much for inviting me to speak at the Annual Conference of the Global Asset Management Forum. I am glad to have this opportunity to speak on Challenges and Opportunities under the Changing Situation.
The whole world economy is experiencing a challenging period. Global growth is low, and the IMF expects it to fall from 3.4 percent in 2022 to 2.9 percent in 2023. In most economies, the risks from climate change, high inflation, geopolitical tensions, energy crisis, aging populations, and the likely recurrence of epidemics, have all risen. All of these threats are global as they are common to the whole of humanity, most notably climate change. So this moment is about using our common humanity to harness the power of ideas, spanning generations and geography.
The challenge of climate change can only be solved with global cooperative action, and meaningfully changed by our economic activities and policies. Unless we have global engagement by governments, we cannot deliver economic safety for both markets and international institutions. Successful economic cooperation needs specific constructive policies that deliver tangible results. Therefore, we must strengthen multilateral cooperation as a matter of urgency.
I recently attended the World Economic Forum at Davos in Switzerland, where the City of London Corporation advocated for sustainable finance as one of the best tools available to meet the UN’s climate targets.
The UK was the first major world economy to set a legally binding net-zero emissions target, which requires us to bring all greenhouse gas emissions to net zero by 2050. I am proud that the UK has been leading the way in the transition to a low-carbon economy, at home and abroad. In 2019, the UK launched its first ever Green Finance Strategy, which was the first time the British government recognised the crucial role of financial services in delivering both global and domestic climate and environmental objectives. The UK Government made a commitment to align the UK financial sector with net zero. To support the sector in unlocking the necessary private financing, the UK government will publish an updated Green Finance Strategy this year. And it will consult on how best to regulate ESG rating providers, to ensure these products are transparent and that they use consistent standards.
The last year has shown how the continuing reliance on fossil fuels exacerbates inflation and hits people's livelihoods all over the world. Meanwhile, sustainable investment funds have been much more resilient than other funds during this downturn.
According to the data firm Morningstar, $139 billion had flowed into sustainable funds by the end of September 2022. In Europe and North America, such funds have drawn more money than other investment vehicles. Sustainable fund managers have also observed how the number of ESG-managing investors continues to grow – investors for whom short-term returns are no longer the major concern. This is because as the deadline for hitting Net Zero emissions approaches, the long-term trend will mean that more sustainable investments will inevitably pay off.
China is a hugely important global partner in our efforts to globalise green finance and the climate transition. There is huge potential for the UK to work with China on its low-carbon transition journey.
London is a world-leading financial centre for sustainable finance. London Stock Exchange was the first to launch a Voluntary Carbon Market designation. The UK is the largest issuer of green loans. London now ranks number 1 in the Global Green Finance Index. London is able to fulfil its role as a centre for sustainable finance due to its position as a global centre for investment management. We are the largest centre for asset management outside the US, with more than £11 trillion of assets under management. 46% of these assets are managed for overseas investors. Nearly a quarter of the world’s cross-border IPO capital was raised in London last year. And we are home to world-class expertise, with access to a global investor base.
This is a message which I am taking round the world with our Global Investment Futures campaign.
Launched last year by the City Corporation, the Department for Business Trade, and the Investment Association, Global Investment Futures is an international campaign to preserve and promote the UK as the global centre of choice for investment management. Sustainability and responsible investment are two of the most important themes of the campaign.
We will be hosting the Global Investment Management Summit 2023 later this month in London. This will bring together industry executives, sustainability experts, and business leaders from around the world to discuss the major issues facing savers and investors. The Global Asset Management Forum and the wider Chinese investment management community are warmly welcome to join the summit and share your insights. We look forward to further exchanges with China and China’s financial service industry.
